the risk of dam failure. However, the potential for failure
continues, for that reason a Flash Flood Watch continues for the
communities downstream from the Guajataca Dam.

Instruction: A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
